The Impact of the European Union’s Iran and Syria Policies on Turkey

Abstract
This study intends to analyze the impact of EU’s policy toward Iran and Syria on Turkey’s regional objectives. As Turkey is negotiating with the European Union (EU) for membership, this process requires a certain
level of convergence in the parties’ goals in many areas. Measuring the degree of convergence becomes more
important, as there is now a standstill in negotiations between E3+3/P5+1 and Iran on the latter’s nuclear
programme and Israel’s repeated threats to carry a military strike to Iran’s nuclear facilities for some time.
The humanitarian and political crisis in Syria as well as the uncertainty about its future also heightens the
importance of the question of to what degree Turkey and the EU pursue similar, if not identical, policies in
the Middle East.
